The photographer would be able to use any laptop that has access to the internet at home. (were he has broadband) and he could email them to his work office or email to him self and open them up at work. But when he is outside with no wifi. they would need a 3G that can take photos and email them to himself or work. But he can also take the pictures and go to work the next day and upload them using a USB cable.
